Is it some kind of mount/ramp for a motorcycle? I be pissing in the wind here with my guesses.

No.. not a mount or a ramp. This is too small and flimsy to support the weight of a motorcycle. My bike weighs 520lbs.. a couple of the bikes in the family weigh over 800lbs.
