They can't. It's illegal. There used to be situations in history where the king/queen hadn't named a successor, so the rival claimants went to war over it. Which of course put the kingdom at great risk of invasion, civil war etc.

The famous example of 1066 when the French invaded England because they thought they had the true heir to the throne, comes to mind.

So I think at some point in history, it was decided that the heir to the throne and the succession would be set in stone long before the monarch died, to prevent wars, invasions etc.

Therefore the moment Queen Elizabeth died, Prince Charles instantly became King Charles.
