In the early stories of vampires they had so many weaknesses it was just to easy to kill them, so most modern vampire lore has reduced it to being staked through the heart or exposed to sunlight (and NOT just getting sparkly!). Vampires, ghosts and other supernatural beings aren't real, so if don't want them to be vulnerable to water, then don't make them vulnerable to water. (Or make it just holy water).

you're still supposed to be able to fend off Dracula by holding up a cross.

Except that they omitted that in the movie version of Dracula made in Turkey (a Muslim majority country).
