Yeah -
up to being about right, and many (most?) are lucky if they achieve 5 Mbps.
My speed is good - I live about one mile from the exchange and the whole path is relatively new copper - yet I only I get 12.8 Mbps if the wind's in the right direction. I'm not complaining, as such, but it could be
so much better and cheaper for everyone.

It's
long past the time that everything was ripped out and replaced with fibre.
Some time over the next few months I'll be going fibre (well, FTTC anyways) - 50 Mbps (and independently checked as typically 45-48 Mbps) with a soon-to-be-announced update to 100 Mbps.
