Yes, the late 1960s/early 1970s. If you like the paternalist nature of them, I can show you many more of these. Though all the ones that were made of Joe & Petunia were in that YouTube video. Joe & Petunia became too successful and they had to be killed off as characters. How would you fancy meeting Tufty?

As for the voices: they are actually caricatured, very exaggerated voices of people from Northern England. In fact, the entire advert is really a satire of certain types of people from Northern England and really relies on stereotypes quite a bit.

Because the entire idea of Public Information Films is to act as a deterrent, as a warning to people. That would be diluted if these characters became popular in their own right. Though there was a Tufty Club for a time in the 1970s.

Dear Tequila, Thank you so much! They remind me of things presented in school when I was very young. The speaking voices, the accents, fascinate me, I think I laughed out loud when they spoke Swedish!

I love watching those Splink videos. The animation and voices are very sell done and they're funny. :)
