since it is legal to be drunk and it is legal to be disorderly then why is it illegal to be drunk and disorderly.

About 6.5 billion, many times each. Because NTA-ness comes with eternal dissatisfaction with the status quo, they'd all want to change whatever lightbulb was currently in place.
