Kids are drawn to colors like a magnet. That's why so many things oriented to kids have so many primary colors. Primary colors or vivid colors (like say, the shade of pink in your avatar) are visually pleasing to kids and they have absolutely no problem staring. You don't have to dress like a neon sign either -- all it takes is a shirt or something like that.
These are often called "power colors" and some people are more prone to wear them or show them off than others, mostly without realizing it. These people are frequently not arrogant, but rather they are the type which "savor their individuality"... if you can see what I'm getting at.
On the other hand, most adults are prone to wear more subdued colors or things without pure primary colors. They also notice the same colors as the kids, but they aren't as prone to stare because the can modulate this reaction better. Kids are actually a pretty good clue that adults notice you too, it's just harder to catch the adults looking.
