The universe didn't make alcohol, mankind did.
Quite possibly, it depends on how you want to look at it. As far as I'm concerned God made the unvierse and everything in it, including all life. We're taught that DNA molecules formed on our planet which was the start of life as we know it, so I don't think an ethanol molecule would be too much trouble for a planet sized experiment.
