Combination of things I guess.

Lack of social cohesion and responsibility.

Long term effects of poverty, racism, unemployment among youth in particular. More recent anger at the system, police, government, banks.

But primarily plain old yobbishness, criminality, and not giving a rat's arse about anyone else but themselves.
