Some IPs are implemented by the ISP to change at intervals and a user generally also has the ability to manually force a change.
But you wouldn't be able to change your IP to just any old IP and still connect through your ISP. Even the dynamic IPs are only allocated from a range specific to that ISP, plus there are other things to help identification as well as the IP (and also under the control of the ISP).
