The sun sometimes moves into the next sign on different days each year. For example, the sun moved into Pisces on February 18th, 1999, but it moved into Pisces on February 19th, 2000.
For someone born on a day when the sun is transitioning to another sign, the time of birth is important. because if a person was born on a day when the sun transitioned into the next sign, if they were born before the exact moment when the sun transitioned then they were born in the previous sign (Aquarius in this case) but if they were born after, then they're born in the next sign (Pisces, if you will).
I'm hardly an expert on this stuff.
There are far many people who know so much more than I do. I just think it's fascinating to read about. I don't take it too personally because I'm not under the impression that "stars" can tell me what to do, or who I am, but it's an interesting combination of astronomy, symbolism, archetypes, mythology, and personality theory, especially in terms of natal charts.
