If they just want to rant, then they should say so (see the subject line of this thread, for example), otherwise, it should be safe to assume that they are seeking advice.
There is a third option that even the moderators seem to overlook --
trolling. A troll is a person who submits provocative posts for the sole purpose of attacking people who respond to them. Most such people seem to find their way to the PP&R forum, where they thrive on debate within the looser environment there. Some post their crap in fora where it will stir up the most anger -- posting anti-LGBTQ hate-propaganda in the "LGBT Discussion" forum, for example.
I'm referring to the kind of troll that will submit a "poor, poor me" post in any random forum (maybe several in rapid succession), and then either attack the advice they are given, attack the person giving the advice, or both.
