that is technically not a locomotive as there is a none-driving motor car in the centre of the train with a pantograph for the overhead wires, so it makes the train an electric multiple unit as opposed to loco hauled

I have absolutely no idea, the last remaining British Rail Class 370 in the world is at Crewe in a railway museum, in the outdoors as pictured, so I suspect it (the very narrow track) has something to do with it
