Summer anemone would probably look nice. You can also buy short or mini alliums.
Try some of those cheap seeds in Lidl and just throw them down, see what happens.
The height is usually on the back anyway.
Nasturtium is easy and trails - good ground cover.
I am a fan of fuchsias.
