It drastically improves near the coastal areas or near the tops of the mountains(/hills).

I can't live in the southwest or in warmer temperatures. I prefer the colder temperatures, but with less rain. I went to college on the eastern side of Washington, where it gets really cold in the winter and really hot in the summer.

No, actually more like the Yakima Valley area. I went to college just north of Yakima.
