There was a UFO disclosure project run around 2001 involving senior members of the US military disclosing their experiences around high security nuclear sites. It was held in the Washington press club. A common theme during the proceedings (repeated subsequently in the navy, airforce and army and confirmed from the pentagon funded AATIP program) was that they were sworn not to go to the press or even disclose their experiences to third parties.
The security around these observations seems to revolve around "impossible tech" and the ramifications of the public thinking our defence forces are getting buzzed by objects and they can't defend us if they decide to become hostile (so far that doesn't seem to be the case). No amount of media distortion or scientists ridiculing the phenomena is going to change that this infact happening.
Of course jumping from that to the galactic federation is a little difficult to accept.
