Yeah, lime mortar between the bricks, and then a layer of lime-wash over the top.
Wire brushing is grinding that off ready for painting with a brush that has steel wires instead of hairs: hot, messy, time consuming and leaves you a mess of aching muscles coated in white lime-dust.
All painted with clean new white masonry paint now: back to do the other end of their stable block in a few weeks.
