I should clarify, I meant they average out the previous year's consumption - not the previous year's cost. I assume the cost would come out the same as what you already paid, if it were done by averaging cost.
Yes I think it discriminates against people who work nights, and people who want to clean in the day when their kids are at school or whatever.
My eyes are both different and I have a different prescription on each side. I have four pair of prescription glasses.
1) Just readers, for print books -- colour tinted for photophobia
2) Reader / Midrange (laptop screen distance) Bifocals -- also tinted for photophobia
* I read print books much closer to me than a computer screen. ^
3) Daytime driving sunglasses (reader / long distance)
4) Nighttime driving clear lenses (reader / long distance without tint)
I also shut one eye when I read even though I shouldn't.
Pictures - Maybe about 20. But I have a pretty big house, and I'm counting a few decorative analogue clocks.
