No; non-Japanese, self-proclaimed "otaku" are just pretentious and self-important weeaboos.

Weeaboo and Wapanese are kind of synonymous, except Wapanese doesn't always have to pertain to an unnatural obsession with sh***y anime and manga, and it's usually not as insulting.

All three terms have been around for quite awhile.
