My son who is in the 6th grade has to pick a topic and then create a big question about the topic and then do research to answer the question. He doesn't know where to begin. Any suggestions?

If it's library-related, I suppose he could do a topic on his favorite book or author. Does he like to read a lot?

Library class - that sounds like a very odd name for a class. Is it just a 'research methods' class? He could pick his interest area. Or he could pick something research related like the history of the encyclopedia or something like that.
