do you think this is cruel?! I have a Budgie and a cockatiel (Budgie top cage) cockatiel (bottom)
My mother said it was!

I wouldn't say it's cruel, but I think it's a very bad idea for many reasons.

You can't even see the living spaces of the birds.
Just two cages, one on top of the other.

Did she say why she thought it was cruel?

For the cage contents, you need at least some perches going from front to back of the cage - not left to right as you have because that gives the bird nothing to fly between. Imagine if all the rooms in your house had all the chairs arranged only up against one wall! :lol:
In the cockatiel cage that's all I can see, but at least the budgie cage has a couple.
I'm assuming there are drinkers & feeders available for both birds - I can only see what looks like cuttlefish in one and a millet spray in the other. The cockatiel would also make good use of climbing toys and a mirror.
Do not put both birds in the same cage!

Looks fine to me. But I do hope you let the birds out inside to stretch their wings every so often, and put their cages outside to let them experience some sunlight.

^^ The photograph makes it look much darker than it really is. Cameras tend to automatically expose the brightest object correctly - the window - so everything else ends up being underexposed and looking really dark. IRL, that's probably a nice bright sunny spot.
Cockatiels make great pets and are easily hand-trained (budgies a bit less so, I think) - so it would be nice to think it had 'free run' of the room. While the windows are closed, of course! :lol:
