They mean for you to buy distilled water at a store and use that. "De-ionized" water will also work. Just boiling water in a pot won't work.

The part about the transformer means... there should be a black box with 2 leads coming out of it. One end is made to plug into a wall-socket and the other end into the bubble tube (you'll have to search around for the small hole where it plugs in).

Cant find it anywhere in shops to buy, i looked up distiled water on youtube and it was all footage of pepole boiling water in a kettle and waiting for the water to cool.

Boots or any independent chemist will stock it as "De-ionized water".

Even at the supermarket? In the USA you can usually buy distilled water where you buy food. ...Ok, I just googled Tesco and "distilled water," and yeah they don't have it. Weird.

Ok, I just also found a post that says:

A automobile parts shop like Halfords and many garages sell deionised water.

The thing is that to distill water you have to not just boil it, but also capture the steam and condense it back into water. That takes special equipment so most people just buy it.

My guess is that the manufacturer wants distilled water in it because it doesn't have any minerals dissolved in it. If the water does have minerals in it, they could deposit on the inside of the tube and mess it up (make it hard to see into it, probably).

Garages will supply it, as it is used to top up car batteries. Alternately, you might be able to get 'reverse osmosis' water from an aquarium store, as keeping some kinds of fish needs water with no minerals in it too.
