If you know anyone that has tattoos, preferably if they have multiple, ask them where they went. If they went somewhere good (and they give a damn about such health concerns, and I hope they did) then they will also likely tell you about the sanitation measures used. A couple guys I know had tattoos done in the town I'm going to college at right now, so before I went I asked them for their experience with the places. Also, at least where I went, they had the license stuff displayed pretty well. Its a reasonable fear to have, but if you would get one if you had that fear taken care of, its worth looking into the shops. If you go in and talk to them, they'll usually be happy to discuss such things with you. If they alleviate your fears, they may have a customer, so its in their best interests.
When I had mine done, the guy took a fresh needle out from a sterile pack (like you'd see at a hospital.) If they don't have those, or aren't willing to show you one if you simply ask about it (make sure you try to ask in a way that conveys you are merely looking out for your best interests, not accusing them of being careless, some could get really offended by that), then you are absolutely right about not wanting to get one done at that place.
