This shyster never withheld Philadelphia Wage tax, which, at the time, was 4.5%, until he was forced to do so, under threat of jail time, after June of 1995. When I moved back to York, I had enough trouble getting him to withhold York County Wage Tax, which is 1%. I still got stuck for paying back taxes and penalties for taxes due from Sept 1993 to June 1995.
I destroyed all my receipts to the city of Philadelphia years ago, considering that the statute of limitations was up in 2003. Normally, Pennsylvania state and county records law follow Federal Records Law, which, in the case of payroll and taxes, is 7 years, according to the National Archives and Records Administration. I normally have been ignoring anything from Philadelphia Department of Revenue because of the Statue of Limitations. Also, I can't afford a tax attorney admitted to the Philly bar.
