why is it that when we put a plug into an socket we say we plug it in, but when we remove a plug from a socket we don't say we plug it out?

Because we unplug it instead.

Or pull it out.

Plugging denotes putting something in something else.
Plugging it out would be wrong because it contradicts the positional verb.
