To be really pedantic, assuming we are talking about real arithmetic, division by zero doesn't create an 'undefined number' it is just an operation that is not defined; a meaningless statement in other words. In real arithmetic, 'divide by' is really just shorthand for 'multiply by the multiplicative inverse of' and as 0 doesn't have a multiplicative inverse; the question just doesn't make sense in that context.

There are, however, systems where division by zero can be defined consistently but they are generally not that interesting or useful as too many algebraic properties are lost and the actual meaning of the division becomes slightly different to what we are used to. The most famous of these systems is the Real Projective Line; a one-point compactification of the real line.
