goofy clock makes 9 ticks from 3 to 5 and 6 from 8 to 9

Today while waiting for a biopsy at a hospital, I began noticing the seconds hand of the clock in front of me did not always land on a mark as it made the circle. It took a few rounds before I began noticing a pattern, then I finally realized it always ticked (once per second) a total of nine (9) times to get from the number 3 to the number 5 on the clock's face, then picked up the missing tick by ticking six (6) times to get from the clock's 8 to its 9. I first thought that might be related to the clock being connected to a central controller somewhere, but then the nurse said it was just a typical, battery-powered clock anyone can buy just about anywhere.

Any other clock analysts here?!
