So if I were to get one or two of these and set them up in front of my doors and windows where most of the sound comes in would they make it so I can't hear my neighbors?
I'm not sure this is really what you're looking for. Generally, those might absorb a small amount of volume, but they are meant more to keep a room from having an echo.
I'm assuming that reinforcing the place with soundproofing material would be against your lease agreement, though.

Noise cancelling headphones are great for blocking out noise.
Those are meant for cancelling out white noise, like airplane engines, so it wouldn't help much against neighbors unless they're always revving cars/motorcycles in the yard.
I bought a set of these and they're great so far:
https://www.amazon.com/3M-WorkTunes-Pro ... dpSrc=srchThe volume of the headphones isn't great (I have to crank my MP3 player at full blast for a comfortable level), and I'm not sure why they require batteries just to use the external jack, but otherwise I'm pretty happy with them. They were only $10 more than the earmuffs without speakers, and it's certainly much more comfortable than wearing earmuffs AND headphones at the same time.
