From where I live, it doesn't seem to be the case even with technology.
Socializing, good (relationship and good stuff) and bad (scamming and other actual antisocial acts like trolling), only made crazier.
I still see kids hanging around, or playing outside without or fewer of them with phones on their hand. Their topics are what they encountered or do online or otherwise.
Then random occasions of banter from strangers.
But if it's somewhere in more modern-westernized regions, yes. The likely to be the case of more people hiding behind the keyboard, and having smaller worlds with larger scopes with just a few keystrokes.
Also more suspicious, distant and cold. I had always been told by many about those kinds of places -- high risk, high reward kind of places. Because living there is more demanding and difficult, then there are people resorts to things... Thus being more wary of meeting strangers.
And some, do told me, it's also the case with other more modernized countries.
I don't know... Just things I notice to such cultures.
