They were interviewing a family who is staying and the reasons were purely financial. They could not afford the gas, both to and back plus accommodations.
Back to the original article, the "It won't be THAT bad" and "they are just hyping it for ratings" emotions are powerful ones. It is a combination of no experience with it THAT BAD and many false alarms. We had Sandy in 2012 that killed dozens in NYC alone. There were few people in New York who had experienced that level of storm surge. Adding to that the year before when Irene came there were all sorts of dire warnings that did not pan out in New York City (there was horrific river flooding inland). So a lot of people figured Sandy despite the dire warnings would be another Irene. Closer related the OP article others were of the mindset that we are New Yorkers and we can handle anything.
