When you wearing long sleeves, how can you wash your hands without getting water on your arms?

Even with my half century of life I've not yet found that way.
I pull or push my sleeves up.

Use powdered water? No idea as water is wet, and it splashes.

It's a pain washing my hands in the winter, when I have two sets of sleeves of thick material that fits snug against my wrists. I usually end up with wet cuffs.

Push up the sleeves? ...How long sleeves are we talking about, anyway? I usually wear shirts where the sleeves end at my wrists, yet I can wash my hands with barely any water getting on my clothes. Am I the weird one here? 8O

Without pulling sleeves up;

Either cover up the sink drain, or a something large enough for your hands like a bowl or a small basin. Fill it with water.

Soak in without splashing or dip enough to reach arms.

If your wearing a jacket over a short-sleeved shirt like I do when going out in the cold, you could maybe take the jacket off before washing your hands. If your not able to easily remove the long-sleeved things, I would just roll the sleeves up as best as I can like others have mentioned here. My sleeves would usually still get damp but I won't really dwell on it & they would dry fast.
