My checking account has been hacked!

I have both a spending and savings account with Chime. Friday, I attempted to pay a bill with my Chime debit card (the accounts are actually through Stride Bank of Enid, OK.) The payment was refused. When I looked at my statement on the Chime app, all my remaining funds were taken, including the overdraft limit of 200.00. I find one individual tapped my spending account, in various amounts, 22 times, including overdraft, in a period of 10 minutes. I immediately called Chime, and got connected to their so-called customer support, located somewhere in the Far East (either India, Pakistan or Bangladesh, by the sound of the accent. I only had enough money in the account (roughly $450.00) to cover 2 transactions that were due on Saturday, one to Capital One Bank to pay my WalMart Credit Card, and one to PayPal Credit to make payment on my 6th gen Mac Pro. I’m not positive if Stride Bank will even reimburse the roughly $657.00 dollars that was stolen from my account. Stride Bamk, as well as Chime has closed the account and are issuing a new card. They are putting the onus on me, as the last time this happened, over 3 years ago, I changed email addresses, and created a new password, said password was a mixof letters, numbers and punctuation. Since I made these transaction by the individual debto’s phone apps, I made these payments while my VPN app was active (once burned, twice shy.)

I’d report this to the FTC, but I have no idea which division in the FTC to report this. I’m also tempted to report this to the FDIC, the US Treasury and the FBI, but I have no idea what division of these agencies also to report this. Thank doG my rent and renter’s insurance cleared before any of this happened. The only funds that get deposited is my SSDI, at the end of the month. Now I get the fun of changing bank account information with Social Security, and with the City of York, PA housing authority, once I get the new Account information (I couldn’t do anything with the Housing Authority, as their offices are closed on Friday, and I never discovered the theft until late Friday Afternoon, after the local Social Security office was closed.

I'm sorry this happened but I'm also confused.
Why do you think your bank won't refund the money?
Isn't in insured to fraud?

I'm confused about what VPN has to do with it, or why the onus is on you.

The VPN I use is supposed to make secure connection, using encryption to my bank.

As for the bank not refunding my money, Stride Bank is a state bank in Enid, OK. When talking to Chime’s customer service, they implied I may not be covered, although I couldn’t understand much of anything the CSR said.

Call them again tomorrow.
If you still don't understand, use Relay TTY phone service.
Someone else can talk to them for you and you'll get the transcript.
