I would say shy.

I hate meeting new people and am really bad at talking to the people I have just met.

Like Anubis and Mr. Sinister, I'm mostly shy although I can talk to people in situations where it is necessary.

I'd say I was in between the two, swaying more towards outgoing these days because I feel more adventurous

Neither. Well maybe shy. I'm not sure what shy is supposed to feel like, but the word makes me think of scared a little, but I'm not always scared or nervous to talk to people, sometimes yes very much so, but in normal social situations I just can't. Simple things if someone starts the conversation I can if its just like question form or hello type things even though its usually very uncomfortable. Is that shy, just lesser form of shy
