It's in GTA: Vice City Stories. That boomshine mission is quite tricky.

Boomshine is a potent, explosive homebrew booze in Vice City (it's one of the main components of the bomb in Love Fist's limo, and in the aftergame you may get a chance to rescue Phil from the explosion of his boomshine still, and get ready access to the rocket launcher - a little late). I think there was a passing mention of it in San Andreas as well, somewhere out in the countryside.

For some reason, that's not mentioned in the Wikipedia entry on boomshine - that only mentions the flash game. I don't feel like editing it just now, though...
