Quote for truth. It's one of the most intellectual dishonest tactics, often done for the most self-serving reasons - both, like Spokane_Girl said, for direct personal benefit, or just to make oneself look more caring and kind than one's opponent without really having to work at it.
I've found that people who want others to "think of the children" will do so themselves right up to the point where they can't blame video games or death metal or drugs or abortion or guns for the ills of the world, and have to actually deal with and protect the children right in front of them - children that might not be the cherubic, innocent bundles of joy and wonder that said adults just love to paint them as for political purposes, children who have to deal with the problems right there in front of them like bullying, poor and dysfunctional families, and the education system that's failing them at every point. At that point, "think of the CHIIIIIIIIIIIIIILLLLLLDREEEEENNNN!" with excess hand-wringing promptly becomes "You're on your own, kid. Get over it and pull yourself up by your bootstraps" with a dismissive, annoyed wave. These opportunistic cowards do "the children" more harm than the bogeymen they conjure up and warn against ever could, by diverting attention from the things that really need fixing.
