How does someone determine the of a dog that been neutered?

If a male dog has been neutered, aren't their testicals gone?

I always ask an owner if there dog is male or female and I feel like I should know just by looking. What do I look for?

Males do also have one more part besides testicles, you know. That one is still there.

On this male dog, you can see the penis pouch, which contains the penis (most animals have penis pouches - humans have a vestigial one called a foreskin, having to do with the fact that we walk upright). Any male dog, altered or not, will look like this from this angle.
