He mentions Scots at the beginning, and so asks for the closest cousin of Scots and English together.

I was listening to this the other day — at his normal speaking speed I can probably make out only about half the words.

Talking about Scots is a nit-pick, and the guy mentions Scots anyway.

The point is that both of the Germanic languages of Britain came from the Anglosaxon invaders from the mainland of Europe in the Dark Ages. And that Frisian seems to be the mainland Germanic language most like that of the Anglo Saxon invaders. Closer to English than either German, or Dutch.

West Frisian, spoken in the northwest Netherlands, is supposedly the closest "cousin" to English.
