Why would anyone have a tube of toothpaste in there? And why would that be an appropriate insult?

Hows her weight? Weight gain can go straight to the boobs. Weightloss can shrink them some. If she is heavy then she should lose some weight before risking surgery. Also, dairy can be a problem. She should avoid it or switch to organic to avoid the hormones they pump into the cows that is causing a lot of girls to develop early and woman to have hormonal problems.

A good bra is helpful too. Sports bras are more comfortable than regular ones.

She can also travel at 99% light speed and Lorentz Contraction will make her boobs smaller.

Have you tested this theory?

What you want to do is wait several billion years for the universe to continue expanding. As space-time becomes larger so will your breasts.

Breast reduction surgery is often covered by medical insurance, if they're really large and causing pain. (Back pain is most common.) If she has insurance, she should call her company and ask about it.

Kind of like nose jobs being covered if you have a breathing problem...

Show them off in a classy way. You have two orbs of attraction, use them for your will.

Especially for larger women, for comfort's sake, it's important to wear a proper-fitting bra.
The best place to be measured is at a store that specializes in larger sizes, in both cup and band. However, many stores that cater to larger cups only stock sizes for large bands.

This site has bras that start at a size 28 band and end at a J cup. It's expensive, but can help with issues such as back pain. It also has good tips for finding the best fit: www.figleaves.com
