hi, im not an expert at all, but heres a few suggestions, some more reasonable than others, but you might find one that works.

*wear mittens so you cant pull/pick - not sexy, but would definately work
*wear gloves so you cant feel it - you said it based on texture, even thin gloves would stop you feeling it the same and could make it harder to grasp the hair, pick the face = more concentration = you noticing. and also more practical than mittens, and proper ladies gloves can be quite elegant.
*wear a hat - hide your hair
*wear a head scarf - hides your hair & hides your face
*plait your hair - or similar, bun, ponytail, etc. makes it less easy to pick at
*shave your hair - no hair = no pulling
*use lots of face masks - good for times when you would pick your face, bored at home, in front of the telly. cant pick when your wearing a face mask, instantly notice every time you try, lovely smooth skin, less imperfections to pick at. (use natural ones/dailys so you dont damage your skin with too much chemicals)
*pull other hairs - i pull my leg hairs, its very satisfying, and socially acceptable to have bald legs. also, dont mean to be crude but if its the wiry ones you like, then pubes can be quite wiry.
*moisturise your face - smoother skin = less to pick at
*have a timer that beeps every five minutes when your on your own - when it beeps remember not to pull your hair = less likely to do it your constantly reminded, will catch youself doing it sooner, less satisfying if your interupted all the time.
*use hair gel - your hair wont feel the same
*cut your nails really short - wont be able to grip hairs/ scratch face
*get a teddy - my niece (3yrs old) used to pull her hair, one day she got a monkey teddy, hair pulling completely stopped and was totally transfered to the monkey, she takes it everywhere and twiddles the hairs(doesnt actually pull them out) she uses it most when bored/tired/upset. downside- it is something about the texture of the fur and how it feels when she twiddles it that she only gets with that specific fur which so far we've only found on that specific monkey. so when ever she needs a replacement (monkeys been lost/over-twiddled) we have to get the exact same one to replace and its not sold too locally, or too cheap.

well thats all i can think of right now, should give you some ideas
