There is no way that I'll reach my "normal/healthy" weight range. I've always been voluptuous in comparison to my peers. It's not physically possible for someone with my body shape to be a tiny. No matter what I do, I'll always have hips, thighs, a bubble butt and breasts.
The BMI is flawed in that it doesn't take muscle into consideration--people who are very muscular may show up as overweight despite being healthy. And while women do tend to accumulate fat around the places you mentioned, and even healthy weight people will have fat, for most people it's still a fairly decent judge of whether or not you should lose weight.
It also works the other way. I am muscular
and have too much fat, but I show up as normal BMI. So even though I know I should lose weight (I gather fat around my stomach (thanks, Mom!), upper arms/thighs and face, and I have too much in those places), according to my BMI I'm fine.
