First of all, I'm sorry you are going through this. I have been stalked, and it is not nice! My last stalker was a derelict old man, but even though I wasn't sure he would do anything to me, I got tired of him waiting outside his house for me to leave mine so that he could follow me around. (He lived right up the street) I didn't have a car, so I had to walk a lot. When I finally called the police, they said that the next time it happened, for me to note what this guy was wearing, and then call them and they would pick him up. They also referred me to a victim counselor, and she advised me to make my neighbors aware of this guy, and also to ask them to find out who his family members were so that they could speak to him. I asked my next door neighbor and she started to watch out for him being around. Best of all, my neighbor knew this guy's nephew and told him that his uncle was annoying me and that he needed to be spoken to or he would be arrested. The nephew spoke to him, and he stopped following me.
So I would suggest following those steps for yourself. Make others aware of her behavior so that there are possible witnesses, and also inform the police so that they have a record of it. I hope it gets resolved!
