An 11 year old can certainly know if she is currently orgasmic or not (although that may change as she gets older). Most females begin stimulating themselves sexually at around 3 or 4 years old. Perhaps that is what she means by "sex". But even if she does mean intercourse, sad to say there are plenty of 11 year olds who have had sex. In which case I would certainly not be surprised she finds herself anorgasmic under those circumstances.
