dresses are so fun to wear because you dont have to wear pants

I think everyone should wear dresses, even men. Though, I will say there should be different patterns between the two. Like sort of stiff collared business polo dresses for men, maybe some Hawaiian prints if they're feeling funky. I feel the dresses would need to be designed with their bodies in mind, as certain cuts only suit certain people.
