Which term is more socially acceptable for a woman in her 20s to use when describing herself? Feminine or Girly Girl?

Neither.

Both conjure equally awful images.

Use terms that have meaning rather than empty vessels.

As far as I know, both are acceptable. I think they might have different implications though. I hear a potential friend is a Girly Girl, and I think: OK, we can bond on baking, and massages and salt scrubs, but she won't want to go camping or hiking or build houses in a third world country with me (because she might get dirty or break a nail). If we see a mouse or a snake, I can expect her to shriek until I control the situation. If I hear feminine, I figure she might be into all the things I'm into, but with more glitter and pink and maybe with a soft voice. I figure if I'm around her, others will hesitate to tell risqué stories/bawdy jokes and they'll watch their language because they won't want to offend her. It might be unfair, but I associate Girly Girls with exaggerated/fake mannerisms (hair flipping, unnaturally high practiced voices and laughs, pretended fear/need, vicious social sophistication).

In what context are you trying to describe yourself?

Show don't tell.

While girly girls are feminine, I don't think all feminine women are girly girls.

Women of WP.

Please educate me on what these terms mean.

They are piffle and waffle to me, no meaning, why use them to describe yourself?

I consider myself feminine but at the same time I wear stuff like this:

-Comfortable but fitted tees
-Long cardigans
-Hoodies
-Jeans (preferably elastic waist)
-Converse
-Vans
-Plaid button ups (I wear them unbuttoned over a tee or tank top)
-Crossbody purses or a simple handbag (preferably black)
-Simple jewelry
-Simple makeup (eyeshadow, concealer, powder or BB cream and a light pink lip gloss)
-Cute beanies and scarves (preferably infinity scarves)
-A touch of perfume on my wrists
-I wear my hair up all the time
-A pair of colorful sneakers that I have had for years

I feel like I need to be prissy or people will think I'm masculine and manly

Why do you care about seeming masculine though?

Surely you should seem as you are. If someone draws the conclusion that you're masculine and therefore makes a negative out of it, they're probably a dick.

True story.

What?

I'm serious here.

None of these things mean anything, clothes and make-up?

I am utterly lost here, these are not the things which define you.
