Absolutely! There's a person near me at work who talks like that. Every time this person starts talking, I lose all focus and start stressing big-time. Sometimes I just have to walk away for a while.
Their manner of speech seems to follow these principles:
1. Every word must have at least two syllables added to it.
2. Every sentence must cover at least two octaves in pitch, starting low and ending high.
3. Consecutive syllables must alternate between high and low pitch.
4. Squeals and giggles shall be used as punctuation whenever possible.
For example, a simple statement like "That's really good" comes out "(squeal) Thuh-AY-uts ra-EE-uh-LEE ga-OO-ud (giggle)". Argh, just saying that out loud upsets me!
