It depends on the individual, there are no real norm about it. Actually, the thing that changes generally is the way someone masturbate and the reason (when you start to understand that it is sexual).
The oldest memory of "masturbation" I have was when I was 4, I called it "reproducing like a frog" (because of some documentary, I saw similarities,
) but I think it was really different according to how old I was. Something really changed when I hit puberty. I never grew out of it, it's not a problem actually, masturbation is not a bad thing unless it becomes a compulsive behaviour and you do it where you're not supposed to.
I have other friends who have similar experiences (well, one started "early", meaning at 9, the other have the same kind of memories as I have), and depending on your definition of NT, the three of us could count as NT for now.
Many parents or doctors could tell you that almost every kid masturbate, even foetuses do it.
