sounds like you live in a a place which would melt me. unfortunately there is no substitute for good interior climate control. passive techniques would be metalized window film on the sun-exposure windows, white-painted rooftop, overhangs on the sunny side, whole-house fan to move colder lower air up through the attic to flush-out the hot stagnant air there. this would at least keep things from getting TOO hot, though still uncomfortably warm. you probably have a problem with humidity as well, only AC can take care of that. if you live in a flat it is best to live in the bottom floor, hot air only rises to the higher floors.
