I'm very reluctant to diagnose anybody......I've noticed a few people who seem to have some of the Aspie traits, including one who seems to show another one every time we meet, but it's pretty rare that I take in enough information about any individual to feel anything like sure. There must be a lot of half-aspies out there, people who have some of the traits but wouldn't be above the diagnostic threshold.
It's usually enough for me if I notice another person is atypical....as long as they still seem harmless, I usually find them a lot more interesting than people who are too normal for my taste. But I don't really try to put labels onto them. I don't think the psychologists' current pigeon holes are a great deal of use when dealing with real individuals.
