I remember when i used to smoke I was pretty happy with life and i had alot to say.

not a scientific answer, but weed isn't generally known for boosting a brain's processing speed. nicotine/caffeine as a combo, however, does seem to make some people temporarily quicker-witted [if more jittery at times]. many uni students do this [and/or use AHDH drugs such as strattera/concerta] to temporarily boost their cognitive powers for exam week and such. when i was on strattera myself, i can say for a fact that i thought much more clearly/effectively and felt much smarter/more "with it" and more able to think on my feet, than i ever did off the drug.

Plenty of sleep, and some good anti-oxidant diet. Any toxins on your body can affect your wit. When I'm generally toxin free I'm witty to the point of being a smart-ass. When the toxins build up I'm Elmo on a bad day.

If you just need it for a specific task, music can help.

For me fast paced, high energy electronic music without lyrics does this best.
I use it when I need to make a difficult deadline and/or working on complex code.

Wired UK just did a small piece on this. Steady but small doses of caffeine (about 25mg/hour for a person of average healthy weight) combined with glucose. 1 cup of coffee or espresso with sugar an hour or 90 minutes should do the trick.

I'm happy to take my time and think accurately rather than quickly. I don't see the point in trying to turn myself into a glib social chatter box with nothing truly important to say. Too many people thinking quickly rather than deeply is what is wrong with this world.

Chewing gum increases the blood flow to the brain, and can be helpful.

Well stimulants can do that.....like caffine, adderall or if you the small Spike energy drink can.......you have to be careful with that though.

And I have heard excercise can help with that, because it naturally stimulates certain mental processes I guess, not sure exactly why but it seems to makes sense that it would help.

Honestly, I have found that stimulants(and indeed most medications) have very little effect on me. The best way I have found to increase mental function is to work at things that make you think more. Like crossword puzzles or rubiks cubes. The more you use your mind, the stronger it will become.
