Scotland might be the new place for Aspies. They have free healthcare and are very understanding of special needs. Plus they are about to go independent and become a new nation.

I live in Scotland. Support for people with autism varies depending on where you live. We call it the post code lottery which is a down side to an otherwise excellent national health service. I had to fight for an adult diagnosis of autism, eventually having someone from Edinburgh come perform it. If I lived 30 miles away I'd have gotten the best support available in Scotland. I'm hoping for independence so we can put surplus cash from oil, water and energy to make our health service the best in the world.

I live in Canada and I find most here fairly accepting / accomodating of my Aspieness. Can't speak for everyone up here in the Great White North - That's just my own experience.

I know that in Russia, the psychiatric community (i.e. the docs and shrinks) are far more accepting of "anomalous behavior" and tend to focus more on the positives than the negatives. That is very different from the western perspective.
